Any User can create their first enterprise by going to openfoodnetwork.org.xx/register
By default, a User can only create one enterprise, either a Producer or a Hub profile.
Super-Admin needs to upgrade Users to be able to create >1 Enterprises if they need to set-up a multip profile hub.
Once a User has ability to create >1 Enterprises, they can create Producers and Hubs
NB. Once a User has an active Hub, the other Hubs they create will already be activated and ready to use (for both owners and managers)
