Define a common strategy for exceptions logging

What is the need / problem

Right now some instance uses Bugsnag to log and track application crashes/exceptions. We need to agree on a common strategy and make it easier for all instances to either use it or not.

Who does it impact

All the OFN instances.

What is the current impact of this problem

System administrators get lost while diving into other instances.

What is the benefit in focusing on this

Every system administrator should know where crashes logs are in all the instances. This could also lead to aggregate this info from different instances.

Potential solutions that will solve this problem

We detected a small improvement here.

Tech debt. Closing this as out of scope of the icebox process.
